If you’re bad with a helicopter, this is one is the easiest one to drive. I used to use one that spawns in a compound on the left side of the road as you enter Paleto Bay from the south.

It can be found in the military base but it is difficult to get there. Just go into your CEO vehicles tab and select Buzzard if you own one. It will spawn on the closest road.

Now, the location of this guy is in the outskirt of the city. The buzzard is the most useful among all helicopters.
